Safelink

Safelink, the prepaid mobile phone Lifeline offering from Tracfone, is reportedly becoming available in Washington State this week.

Products
Lifeline-eligible clients in Washington can choose from three service options:

1. 250 free minutes/month (no carryover to next month, no International long distance, text messages cost 1 minute/text)
2. 125 free minutes/month (unused minutes carryover to next month, text messages cost 1 minute/text)
3. 68 free minutes/month (unused minutes carryover to next month, 3 texts equal one minute of talk time, Interntional long distance to 100+ countries)

All plans include a free phone, voice mail, caller ID and call waiting.

Eligibility
A household participating in any of the following programs is eligible:
• Medicaid (not Medicare)
• Low Income Home Energy Assistance
• Food Stamps
• National School Lunch Program
• Supplemental Security Income (SSI)
• Temporary Assistance for Needy Families (TANF)
• Federal Public Housing Assistance (Section 8)
There may be other qualifying criteria that can be accessed on the Safelink Website.

How to apply
Clients can either visit the Safelink web site to complete an online application, or they can have an application form sent to them by mail or fax.

Partner Program
Safelink will compensate agencies that sign their clients up for the service (from $2/approval for 0-60 enrollments per quarter, to a max of $10/approved enrollment for 185+ enrollments/quarter). You must agree to only partner with Safelink and no other Lifeline company.

Guidelines that May Affect Access and Eligibility
Clients who are otherwise eligible may not be able to get a phone if they don't have a unique residential mailing address. During the application process, the mailing address is checked against a database of other applicants, and if someone has already applied from that address, the application will be turned down.

If a client already has a Lifeline phone (landline or cell service), they can't receive a Safelink phone without cancelling the other phone. You may only receive one Lifeline benefit.

CFTH Recommendations
For most clients, we recommend the 250 monthly minutes package. The monthly roll-over benefit of the 125 minute package is not significant unless the client doesn't plan on using the phone very much (unlikely that many minutes will be rolled-over).

The 68 minutes of Int'l long distance is a good option only if the client already has access to another phone and doesn't need to rely on it for local/domestic calling, or there is no other way to stay in touch with friends/family in another country. Text messaging, even at 3 messages/minute, will consume minutes very quickly as you pay for incoming and outgoing messages. Go for the 250 minute package.
We recommend that clients who have a CVM number keep it even if they get a Safelink phone. We believe the smartest use of these phones is to utilize CVM for incoming calls, and the cell phones for outgoing calls or for emergency purposes only. In this way there is a lower chance that minutes will be depleted and phone service will become inadvertently or unknowingly unavailable.

Also, CVM is a way to gain access to important information clients may otherwise never hear about. We want our clients to continue to have access to Broadcast Messages that include information about jobs, housing, and other important resources.

Information Update – Community Services Division Telephony Issues

The Department of Social and Health Services reports that its statewide toll free number, 1-877-501-2233, is experiencing massive technical difficulties. This is the phone number for clients to call the department about their public assistance benefits, such as cash, food, medical and child care.
For the first few days of September, the statewide system had multiple issues with callers being dropped before they even got to the menu. DSHS worked with Department of Information Services (DIS) on a fix that seems to have alleviated that issue temporarily.
In Eastern Washington, callers should be warned that the phone line is experiencing ongoing call quality issues. Problems include poor sound quality that prevents either the caller or the phone agent from hearing the other person, and calls being disconnected at random. DSHS and DIS continue to troubleshoot to resolve these issues. Callers on the eastside should be prepared to share their phone number so DSHS agents can call them back whenever possible.
Call volumes following the upcoming Labor Day weekend are expected to reach unprecedented levels due to the normal seasonal increase, the holiday, and the office closures occurring on September 7 due to the temporary layoffs. High volumes could jeopardize the system further, and DSHS encourages customers to wait before calling us if at all possible or be prepared for long waits.
